Unlocking India's Mineral Potential: Key Provisions of the Mines and Minerals Amendment Bill, 2025

The Mines and Minerals Amendment Bill, 2025 is a significant step towards unlocking India's mineral potential. The bill introduces several key provisions to promote sustainable mining practices, enhance exploration, and increase production of critical minerals.


Critical Minerals Push: The bill allows leaseholders to add critical and strategic minerals to existing leases without extra royalty, promoting efficient use of mineral resources. Critical minerals include lithium, graphite, nickel, cobalt, gold, and silver.


Institutional Reforms: The government will establish mineral exchanges to facilitate trading of minerals and metals. The National Mineral Exploration Trust will be renamed to National Mineral Exploration and Development Trust, with its scope expanded to fund mine development and exploration both domestically and internationally.


Exploration & Production: The bill promotes sustainable, zero-waste, deep-seated, and offshore mining. The 50% sale cap on captive mines has been removed, allowing for unrestricted sale post end-use. Lease areas for deep-seated minerals can be extended by up to 10% for mining leases and 30% for composite licenses.
